Rhoda Grant calls for SNP to reverse Fuel Poverty Budget Cut as yet another Fuel Company Announces Price Hike

Speaking today as Scottish & Southern Energy announced that household gas bills will increase by an average 18% and electricity bills by an average 11%, Scottish Labour's deputy finance spokesperson Rhoda Grant MSP said,
“With energy company after energy company announcing price hikes like this it is our duty to help the poorest and most vulnerable in our society, who will be hit hardest by soaring bills in these already tough times.
“The fact that one in three Scots are now struggling to heat their homes – almost twice as many as in England – underlines just how wrong it was for the SNP government to slash the fuel poverty budget by almost a third.
“I urge the SNP government to wake-up to the reality facing hard-pressed Scots and urgently reverse its cut to the fuel poverty budget."

(1) Citizens Advice Scotland recently warned of a growing ‘crisis’
of fuel poverty in Scotland, after official figures showed that the
problem is significantly worse in Scotland than in the UK as a
whole. The UK government report showed that Scottish fuel poverty is
running at 33% while the rate in the UK as a whole is 20%.

(3) Definition of fuel poverty:
A person is living in fuel poverty if, in order to maintain a
satisfactory heating regime, they would be required to spend more
than 10 per cent of their household income (including Housing
Benefit or Income Support for Mortgage Interest) on all household
fuel use.

Rhoda Grant urges participation in BBC 3G mobile phone Coverage Study

The BBC is conducting a major survey into the state of mobile phone
coverage in the UK.
Over the course of the next month, the project will attempt to chart
the availability of 3G and 2G services up and down the country.
Mobile operators offer their own coverage maps but no independent
survey has yet been carried out.
Measurements will be made using an app developed by network analysis
firm Epitiro.
The software can be downloaded by anyone with an Android handset and
will record street level coverage across Britain.
At the end of the test period, the BBC aims to display the results
on a clickable map.
Highlands & Islands Labour MSP Rhoda Grant, who is campaigning for
improved broadband services across the Highlands & Islands said,
“ This is the opportunity for those that have poor mobile reception
and broadband connectivity to take part and help identify all the
areas in the Highlands & Islands which suffer from a very poor or
weak signal”
Ms. Grant went on to say,
“ I understand that those wishing to take part will need an Android
handset to download the app.
"Once downloaded, data will be collected without you having to do
anything more.
"If you wish to see what coverage is like in a particular place,
simply click on the app.
"The app is free to download and it uses very little bandwidth .
"The data is anonymised and neither Epitiro nor the BBC will collate
or store any personal data”.

Labour calls for swift decision on future of RAF bases

Labour has called on the Tory-led government to end the delay and dithering over the future of RAF Kinloss and Lossiemouth and to give communities the answers they deserve.
Ann McKechin MP, Shadow Secretary of State for Scotland, has been holding talks today in Lossiemouth and Forres with campaigners, trade union officials and business representatives who are fighting to save the bases from closure.
Ann McKechin, Labour's Shadow Secretary of State for Scotland, said,
"After meeting campaigners from both RAF Kinloss and Lossiemouth, and representatives from the local communities it is more clear to me than ever that the Government cannot continue to hold the future of these communities hostage in this way. It is unfair and unacceptable.
"A decision on the future of the bases must be made swiftly and the Tory led Government must live up to its responsibilities and provide these towns with the appropriate support immediately. So far all we have seen is delay and dithering.
"I have listened to both campaigns and their message is a strong one. Labour has always challenged the credibility of the spending review carried out by the Ministry of Defence and this credibility is further undermined by this continued and unnecessary delay on a decision.
"The bases are integral to the local economy and to the communities themselves. The decision affects the lives of real people and they deserve an answer now."
Highlands and Islands Labour MSP, Rhoda Grant, added,
"It was good to meet members of the business community in Moray who are already being affected by the cloud of uncertainty hanging over the bases. They are unable to expand their businesses and banks are becoming increasingly cautious about their outstanding loans.
"The situation has effectively put the dead hand on small and medium sized businesses at the very time when they should be playing their part in keeping the Moray economy alive."

The loss of RAF Kinloss was bad enough, but with 20% of employment in Moray dependent on the two bases the prospect of both closing spurred a community led campaign to save RAF Lossiemouth.
Working at Lossiemouth High School I know only too well the devastation that would be caused if the base were to be shut, not just to people employed on the base, but local services and businesses also.
Previously I joined in the march in Lossiemouth where thousands of local people were joined by political leaders and trade union representatives, all protesting against the planned closure.
This week it was my privilege to be one of 20 campaigners who made
the journey to London on a ‘Battle Bus’ to hand in the petition to
save RAF Lossiemouth.
We were met by a range of Labour and SNP MPs at Westminster who were looking for ways they could help with our campaign; Tory and Lib Dem MPs were notable in their absence.
The case for retaining RAF Lossiemouth is overwhelming, but the coalition is now trying to pit communities against each other by suggesting other bases could close instead.
This is just one example of ConDem cuts hurting people across the
country, if the government were willing to invest money in the Armed
Forces and public services then crippling cuts, damaging our now
fragile economy would not be necessary.

Upgrade the A95 Campaign
Highlands and Islands Labour MSP Rhoda Grant has received one of the strongest responses to her campaigns - from people in Moray who want to see the A95 upgraded.
The MSP and her colleagues Peter Peacock and David Stewart sent out questionnaires to hundreds of local residents asking them whether they thought the Scottish Government should make improvements to the trunk road. She duly received many comments about problems on the route and suggestions on how to address them.
Nearly all of the people surveyed said the road was inadequate and called for it to be made safer and for journey times to be speeded up.
Rhoda Grant said: "The strong response I have had to my questionnaires shows how big an issue this is.
"Hitrans has also said that it wants to see improvements made on the A95.
"However, although I sent copies of my survey to Transport Scotland it has indicated that there are no significant plans to upgrade the road.
"I am now extending my survey by sending out questionnaires to people in Cromdale in the Highlands.
"I anticipate people there will also have strong feelings on this subject and I await their responses."

We have heard much this conference about the Tory cuts. Their axe
started swinging before the ink had time to dry on the coalition
agreement and it hasn't stopped since. They turned the strategic
defence review into a challenge to see just how much of our forces
they could scrap. It took a concerted campaign to persuade the
government to keep the aircraft carriers, but we're now left in the
ridiculous position of having no aircraft to use them. What
particularly troubles me however, is their total disregard for the
communities in Moray that surround RAF Kinloss and Lossiemouth. The defence review saw the fleet of 9 Nimrods cancelled - one of
which had been completed and already delivered to RAF Kinloss. What
a waste of money which Labour had invested in maintaining the
capability of our armed forces. The coalition continues to state
that no decision has been made on the future of the Tornadoes based
at RAF Lossiemouth. Yet the Tory MP in Norfolk for the area around
RAF Marham knew otherwise when he said his base was secure. These cuts will not just reduce the ability of the RAF in future,
they will devastate our local communities. People in support roles
on the bases face unemployment, but it doesn't stop there. I work as
a Technician at Lossiemouth High School; a third of our pupils come
from RAF families. Jobs in local schools, nurseries and the health
service will be under threat. It's not limited to public services
either, local businesses, shops and restaurants are equally
vulnerable. In all, a fifth of the Moray economy relies on the
bases. Moray is but one example of the damage this coalition is causing
in Scotland and the rest of the United Kingdom. We cannot just look
at each cut in isolation, we have to examine the knock on effects
they have as well. Cuts to public services damage the rest of the
economy as well. The fanciful notion that the private sector can
magically step in and provide employment to replace that lost in the
public sector is wishful thinking, particularly when it has been
shown that the private sector will be busy making even more people
redundant. Liam Fox this week said he wished to maintain defence footprints
in areas of the United Kingdom which have one at present. Well I'm
sorry, but we need more than vague statements of a possible role at
some point in the future for maybe one of the bases. I am delighted
that we have support of Iain Gray and the Highlands and Islands
Labour MSPs, and we will be marching together with people in Moray
next weekend to protest against the base closures. For the sake of
our local economy, I hope the coalition listens.
Kieron Green selected as Labour candidate for Moray
Moray Labour Party has selected Kieron Green to be the candidate
for Labour at next year’s Scottish Parliamentary election for the
Moray constituency. Speaking after the selection was confirmed the Chairman of the
Moray Labour Party, Sandy Keith, said," I am delighted that Kieron
has been selected to stand for Labour in Moray. "Moray deserves an MSP who will stand up for the people of Moray,
particularly at this time when the future of the RAF bases are under
threat along with much of the local economy. "People are fed up of the broken promises of the SNP and are
rightly furious that they are cutting teachers and nurses in our
local schools and hospitals. Kieron will make an excellent MSP and I am looking forward to
taking Labour’s message to the people of Moray in support of his
campaign." Kieron added," I am delighted to be have been chosen again to
stand for Labour in Moray. "With the country now heading towards another recession due to
savage cuts by the ConDem Coalition at Westminster we can't afford
to let the Tories come to power in the Scottish Parliament. "Meanwhile the very people that caused the mayhem are now once
again raking in vast profits leaving the rest of us to suffer. "There is a better way, and if elected next May I would stand up
for the vital public services that we all depend upon, work to
ensure that everyone in Moray has the opportunity to have a job that
pays a Living Wage, and represent the people and communities of
Moray as we face what will undoubtedly be difficult times ahead."
Highlands and Islands Labour MSP Peter Peacock added, ""I am
delighted Kieron has been selected. He is just the kind of energetic
young MSP Moray needs after the failures of the SNP who will seek to
defend Moray from the Tory Liberal cuts to come." Kieron Green is 26 years old, lives in Elgin and works at
Lossiemouth High School as a Science Technician. He is Chairman of the Elgin North Area Forum and is a Steward for
his trade union, UNISON. He regularly attends Moray Trade Union Council meetings. He was the Labour candidate at the General Election for Moray

Labour blast Tory-Lib Dem coalition over RAF Kinloss

Scottish Labour’s David Stewart has blasted the Tory/Lib-Dem Coalition Government for taking a decision which has put RAF Kinloss in the firing line.
Ministers have cancelled orders for the new Nimrod as part of the UK government's defence review.
Nine of the MRA4 surveillance aircraft were due to be based at Kinloss.
Prime Minister David Cameron has indicated that MOD personnel may in future be accommodated at the base but its future looks in extreme peril.
The future of nearby RAF Lossiemouth, home to Tornado squadrons, remains uncertain.
Scottish Labour’s Chief Whip and MSP for the Highlands and Islands, who represents the bases, David Stewart, said the closure of Kinloss would have a terrible impact on the local economy.
He stated,
"The announcement by Mr Cameron poses more questions than answers.
"RAF Kinloss, which provides well over 2,000 jobs directly and indirectly in Moray, now has the Sword of Damocles hanging over it.
"The base and is supporting industries contributes well over £50million to the economy and I urge the Government to reconsider its decision."
He added,
"Moray has a long and proud RAF tradition going back 65 years but part of that history looks to have been killed off by the Tories and their new helpers the Lib Dems.
"The Moray bases exist for a reason.
"They are located further north than any other such bases and provide some of the best flying conditions in the UK.
"From start to finish the defence review has been conducted at reckless speed with George Osborne in the driving seat fuelled by his crazy desire to cut faster and deeper than is safe."
Mr Stewart’s Labour colleague Peter Peacock MSP added,
"This decision is likely to have a devastating effect on Moray and the wider regional economy of the inner Moray Firth.
"It will present Moray with the grimmest of economic futures, with little or no alternative employment locally, and little prospect of there being so as the effect of wider cuts in public spending further shrink the economy and job prospects."
He concluded: "Job losses at Kinloss could match anything we have seen in the Highlands and Islands in recent decades.
"Not since the last Tory Government when we saw the closure of the smelter in Invergordon and the pulp mill in Fort William have we seen anything on this dramatic and damaging scale."
Cost of unemployment in Moray estimated at over £11 million a year
Current levels of unemployment in Moray could be costing over £11.6 million a year.
In July there were 1,371 people in Moray claiming unemployment-related benefits such as Job Seekers Allowance.

Academic research from Bristol University suggests that the cost of unemployment per person is approximately between £8,000 and £9,000 a year.
David Stewart MSP said,
"People contribute to benefits through taxation and national insurance payments.
"The best way to tackle the deficit is to encourage growth by investing in jobs and not by cutting public expenditure too fast and too deep.
"This will produce increased tax revenues and so reduce spending on benefits.
" However, the UK Government’s measures of large cuts and the looming rise in VAT have severely hit demand in the private sector and threaten the recovery.
"Sustainable growth in the economy depends upon public investment.
"The TUC estimate that for every £1 spent on public services to create jobs or to purchase supplies and services generates a further 64p for the local economy."

Benefit cuts : Moray could lose up to £ 7.6 million a year
A report by the Scottish Local Government Forum against Poverty has revealed that cuts in benefits by the UK Coalition Government could take away between £6.4 and £7.6 million a year from claimants in Moray.
Thousands across Moray will be hit.
The figures come from a report from the Scottish Local Government Forum Against Poverty and from Rights Advice Scotland entitled "People, Councils, The Economy".
It details the effects of the UK Government’s changes in the benefit system from now until 2014/15 for every local authority area in Scotland.
The major benefits selected for study were :
Housing Benefit, Disability Living Allowance, and Incapacity Benefit/ Severe Disablement Allowance
It forecasts the following annual losses in Moray -
Housing Benefit
More than 75% of 730 claimants will be affected by total annual losses of approximately £331,000
Disability Living Allowance
Total number of claimants (4,250) will be cut by 20% leading to
annual losses of £3,211,005
Incapacity Benefit/Severe Disablement Allowance
Total number of claimants (2,840) will be cut leading to annual
losses in the range of £1,581,322 - £2,746,987
Annual losses to Moray residents = £5,123,328 - £6,288,992
Other losses arise from the change in the calculation of the amount of benefit using the Consumer Price Index (CPI) rather than the RPI (Retail Price Index)
These are :
Change from RPI to CPI
1,371 Jobseekers Allowance recipients will lose £64,556 annually
1,310 Carers Allowance recipients will lose £61,989 annually
1,880 Attendance Allowance recipients will lose £101,145 annually
10,630 families receiving Child Benefit for 18,335 children will lose £835,435 each year
(£2,506,306 if CPI used over the course of 3-year freeze )
550 Employment Support Allowance recipients will lose £32,032 annually
1,820 Income Support recipients will lose £105,997 annually
2,420 Incapacity Benefit recipients will lose £141,086
annually
These changes resulting from the changeover in calculation of benefit add up to £1,342,240
And so the overall total annual loss for Moray is between 6,465,568 - £7,631, 232
Highlands and Islands Labour MSP David Stewart said: "The Lib Dems are on a collision course with public opinion in the Highlands when their leader Nick Clegg says that the poor must accept benefit cuts.
"Many Lib Dem supporters and members will be dismayed and angry to see their party establishment at Westminster act as a political shield for the Tories, behind which Cameron and Co. seek to deprive "dependent" people of a decent income.
"It beggars belief that the Tory-Lib Dem government can
significantly slash the household income of vulnerable struggling
families in the Highlands while shamelessly claiming that 'we’re all
in this together' "

At the well attended Annual General Meeting of the Moray Constituency Labour Party held on Monday 13 September 2010 members elected its office bearers for the next year.
They are as follows:

Newly re-elected Chairman Sandy Keith said, "Moray Labour Party is in good health.
"Membership is up and at the General Election in May Labour’s share of the vote increased on the 2007 figure.
"Young members make up a substantial chunk of membership.
"Moray has been let down by the Edinburgh-dominated SNP Government and by the inaction of its SNP MP and MSP.
"Moray deserves elected representatives who deliver on their promises.
"Over the last 3 years the SNP-led Scottish Government has broken promise after promise.
"More teachers and smaller class sizes were promised but the reality is that there are more than 50 fewer teachers in Moray classrooms.
"SNP cuts to NHS Grampian means that nearly 600 posts, including almost 200 nurses, are being lost and 180 beds have been cut, including the disgraceful decision to cut the Children’s ward at Dr Gray’s Hospital from 13 beds to 8 as revealed recently by the Northern Scot.
"Progress on an Elgin by pass has stalled. The list goes on.
"These cuts are happening BEFORE the unfair Tory cuts from down south have even kicked in.
"Recent canvassing by Moray Labour Party members is showing a drop in SNP and Tory support.
"We intend to mount a robust campaign from now until next year’s Scottish Parliamentary elections to give the people of Moray the chance to vote for a party which puts the interests of the people of Moray first.
"Moray requires change and only Labour offers credible change."
